- b. 1931, SpainEconomistRubio became Governor of the Bank of Spain (see also Banco de España) in 1984, a position he held until 1992. He had worked at the bank since 1965 and had served seven years as a subgovernor before his appointment to head the institution. In 1992, however, he was implicated in the banking scandal surrounding Ibercorp, then headed by a close friend of his, Manuel de la Concha, who was charged with investment irregularities. In 1994, Rubio was arrested and imprisoned on charges of fraud and the falsification of public documents; he was released on bail after a fortnight behind bars.See also: corruptionPAUL HEYWOOD
